What Part Of The Constitution Sanctions This Sort Of Thing?

SEE HERE  So the tax payer is held-up for another $139 million dollars and why?  Why is the government in the business of speculation on green technology?  Who even thinks green technology is worth pursuing?  If this is such a great thing why isn't the venture capital market pursuing it?  We should get the government out of this kind of nonsense which has no particular warrant whatsoever.  Reminds me a little of the DeLorean although there it was Ireland that got shafted.  Government doesn't do a very good job of investment.
