Here we have an agency trying to control something they don't have the authority to control, issuing regulations that impose what amount to new taxes. This is an awesome power grab by a slimy administration whose every action seems calculated to gain more and more control of every facet of your lives. That isn't good. In an organism it would be called a parasite and a lethal one at that.
