SEE HEREI guess what we really have here is a kind of a confidence racket. The First World pays off the Third World ... not clear why or who is really benefiting. The whole thing seems to smell to high heavens though, especially since the "science" doesn't seem to be valid. On the other hand it's only $10 billion dollars. Nowadays with trillion dollar deficits and tens of trillions in unfunded mandates that's just chump change.
Do you suppose they'll bail us out when we go broke?
