Did You See This When It Came Around the First Time?

Frankly this is a double hoot.  Hoot 1 is the Congressman, and Hoot 2 is the Admiral answering with a straight face.  "Now we do have to think about it ..." is an interesting observation coming from someone who so obviously hasn't been thinking too much.
