Buchanan on the Scandal at the IMF

SEE HERE The real question is not so much whether this guy is guilty as why he still had his job given his track record? I've worked at a lot of places: U.S. Government, large Aerospace Corporation, small Instrument Manufacturer, and Academia and in not one of those place would someone with his track record still have had their job. What's that all about? A man should be presumed innocent until proven guilty but where there is smoke there is likely fire.
