Riddle Me Why We Need This?

SEE HERE Aside from buying incredible amounts of ammunition, just what does FEMA need armored vehicles for?  Population control?  What is it they are envisioning?  What do we need to train a bunch of kids for?  This is all highly questionable, expensive, unnecessary (we got along for hundreds of years without it) and quite disturbing given the rhetoric of this president.
