The Manufactured Crisis

SEE HERE So exactly why would the Obama administration manufacture and artificial illegal alien crisis? There was a contract solicitation back in January in preparation for this crisis which means it was planned and anticipated. Hasn't anyone ever heard about enforcing border security. Past presidents have done it. What's wrong with this one?
