This would be more convincing if it had any hope of actually fixing the problems. This all smacks of the same old bait and switch game that has been played over and over again. Rubio addresses the concerns in a rather candid way. If it passes then we'll have to hold his feet to the fire. I'm skeptical because this just sounds like the same old same old claims.
