SEE HERE Standing is one of those fancy legal things that keeps down the number of lawsuits. If you don't have standing you can't sue. This article seems to be pointing out that feeling offended isn't really enough to be considered "standing." If it were maybe we could all swamp the courts since I feel offended by most of the government activities.
