How Do You Lose 8.7 Billion Dollars?

SEE HERE One has to wonder how you misplace 8.7 billion? This is the kind of thing that makes me wonder about the sanity of any of our leaders, political, military, or any other kind. I mean misplacing a few million, well that might be understandable. But billions? Have wars become just a cover for graft and corruption? What the hell is going on?
