If any one will not work, let him not eat. (2 Thessalonians 3:10)

Frankly this should be the way that the welfare program is administered.  Unless one is incapable of working it is immoral to take goods from someone and simply distribute them to those slackers who for whatever reason are able bodied and refuse or do not work.  There is always enough work to go around and things that need to be done.  Send them out to mow lawns or rake leaves.  Let them return to the community in return for what they receive.
