SEE HERE Jobs generated by expanding the size of government are not jobs at all because they don't produce anything except more government which is in fact the biggest reason the economy is not more productive. When everyone is working for the government we'll be lucky if we can afford to sit around eating rice and beans donated by the Chinese.
