It's a very real danger with the sophistication of modern circuitry that critical components could have surprise functionality that allows the chips to be taken over or shutdown through various commands delivered over things like the power buss or even just coded microwave transmission. The world is a very complicated place and nowhere quite so complicated as modern weapons systems.
