They're Just Saving Money?

SEE HERE To provide a little balance to the hysteria over the amount of ammunition the government has been purchasing The Patriot Post put up the piece shown here.  By purchasing ammunition in bulk the various agencies are saving money and putting in place in some cases a five year supply.  While somewhat plausible, I'm inclined to be a bit skeptical none the less.  I'd be more comfortable with an retrospective analysis on previous ammunition purchases that show that this is just normal replenishment.  I have not seen anyone make that case.
