SEE HERE Who guards the guards themselves? is a Roman aphorism. The point of course is that of Truman's famous sign: "The buck stops here." If the guardians are not to be trusted than the system has failed. This tactic described in the reference is a classic one which was used in the now defunct Soviet Union. The fact that it is being played out here is disquieting.
