This Is Outrageous

SEE HERE Catch rain water on your own property and go to jail?  In America?  Since when?  This 1925 law needs to be thrown out.  I own the rain that lands on my property and if I want to capture some of it and store it, that should be my right.  This guy gets to go to jail and pay a fine.  It's outrageous!  But it's the law, since 1925 apparently.
